You know exactly what would happen if this was 2 cars.
One cited for an improper lane change and one for following too close and let the judge and the court sort it out if they choose to fight it instead of just paying the fines.

Yes, what an unfortunate event. Really, its a question of attitude and patience. If both cyclists and motorists would learn to share the road and observe the Highway Traffic Act, we would not have these tragic accidents. We also have to design our cities to accommodate dedicated bike lanes. In my travels through Europe, it is commonplace to see dedicated cycling lanes where they can provide them and sharing of the road where the cannot. Cheers Glenn Tunnock
